The Perfect Power Institute is developing a performance assessment and design system for the grid that seeks to arm electricity professionals with key performance metrics, design considerations, and examples of best practices that will enable innovation and improvement. Launched in beta form in Spring 2011 as the Perfect Power Seal of Approval™ (PPSoA), the metrics are currently being updated by the Institute and the program will re-launch toward the end of 2012.
This metrics-based approach is the driving force behind the Institute’s vision to transform the way power systems are regulated, designed and operated. Modeled after the Leadership in Environment and Energy Design (LEED) program for buildings, the PPSoA™ is the nation’s first comprehensive, consumer-centric, data-driven system for evaluating power system performance.
The program helps the Institute fill a major gap in the smart grid movement by providing a rating system with a clear and concise set of criteria for assessing system performance and verifying that significant measurable outcomes have been achieved. It integrates the principles of quality, innovation and excellence, and shifts the current power industry focus from technology to specific outcomes that improve consumer’s lives.
This approach provides much-needed performance metrics and design criteria that help industry stakeholders assess, design, operate and improve electricity systems based on issues that matter most to consumers:
- Eliminating interruptions and improving safety and power quality;
- Being cost-competitive with greater transparency;
- Increasing system efficiency and significantly reducing environmental impacts; and
- Enabling and encouraging consumer and community participation.
The program measures energy system performance across four key consumer-focused categories — Reliability, Cost, Efficiency and Environment, and Consumer Empowerment — setting a standard for that best meets customers' needs.

These metrics were developed by the independent nonprofit Galvin Electricity Initiative with support from strategic partners: Underwriters Laboratories, S&C Electric and Pecan St. Inc.
